I swear i answer stuff that i have already answered or, that is already on here or that if people do a tiny bit of research they will find the answer themselves.
No to a weighted vest straight the way. Big waste of money tbh.
If you get a barbell, you will need a squat rack.
Both barbells and dumbbells have their place, I'd say it depends on whether you can get a squat rack or not.

I actually still use my weighted vest I'd go barbell, just make sure you get that rack
